SDCERS was established by the City of San Diego on November 29,1926 to administer retirement benefits for its members. The SDCERS Board of Administration adopted a Declaration of Group Trust, effective July 1, 2007. Under the Group Trust, the City, Port, and Airport Authority’s plans are treated as separate plans, with assets of each sponsor’s plan pooled for investment purposes only. SDCERS is governed by a 13-member Board of Administration, responsible for the prudent administration of retirement benefits for City, Port, and Airport employees, and for overseeing the investment portfolio of SDCERS’ trust fund.

The Audit Committee advises the Board of Administration for the San Diego City Employees’ Retirement System. The Audit Committee provides oversight of the financial reporting process, the system of internal controls and the independent audit process.

The City of San Diego’s Office of Boards and Commissions was created in 2018 to support the day-to-day operations for the City’s 49 boards and commissions and serves as an access point to the volunteer members appointed by the Mayor and City Council.

These entities serve in a fiduciary, regulatory, policy-setting and/or advisory capacity. The Office includes the existing executive directors and staff positions that support the following: Accessibility Advisory Board, Commission for Arts and Culture, Community Review Board on Police Practices, Commission on Gang Prevention and Intervention, and Human Relations Commission.
